He should be one who understands the uninterrupted knowledge of the lords of the years (in cycles of five years), months, days, and HoraAn hour or a specific astrological division of time. He must be expert in discerning which of the various measurements—Solar, Lunar, and others—prescribed in the scriptures are correct or incorrect. If differences appear in the Solar measurements within the Siddhanta texts, he should be skilled in performing Drig-ganitaCalculations verified by direct observation using shadows and water-clocks, based on the visible celestial equator at the time of the solstices original: "Ayana". Furthermore, he must understand the causes of the fast, slow, southern, northern, low, and high motions of the Sun and other planets.
In the eclipses of the Sun and Moon, he should be able to predict the time of contact, the time of release, the directions of contact and release, the duration of the eclipse, the VimardaTotal darkness or maximum obscuration, the color, the location, and future planetary conjunctions or planetary wars. He must understand the space, time, and cause regarding the schemes of planetary revolutions, latitudes, co-latitudes, the radius of the diurnal circle, the ascensional difference, the rising periods of the zodiac signs, shadows, the NadiA unit of time, 24 minutes, and the KaranaHalf of a lunar day.
He must be truthful in answering various types of questions. Only one who speaks the scripture as clearly as gold that has been rubbed on a touchstone, heated in fire, and purified by a grindstone can be called a TantrajnaA master of the technical/mathematical systems of astronomy. It is said: how can one be considered a knower of scripture if he cannot state a definite meaning, cannot answer when questioned, and cannot teach a student? An ignorant man who interprets a text one way while the meaning is another, and who confuses the calculation manuals, is like a debauched man who praises a prostitute in the presence of Lord Brahma. The words of a man who knows the technical system, who can determine the ascendant Lagna through shadows, water-clocks, and instruments, and who is an expert in HorashastraPredictive astrology, can never be false.
Arya Vishnugupta likely refers to Chanakya/Kautilya Arya Vishnugupta has also said that if a man wishes to cross the ocean, he might do so by the force of the wind, but this ocean of the Science of Time Jyotish Shastra, which is the very form of the Time-Purusha, cannot be crossed even in the mind by anyone other than a Sage.
In Horashastra, there is the determination of planetary strength through various means: signs, hours, decans Drekkana, ninth-parts Navamsha, twelfth-parts, thirtieth-parts, strengths and weaknesses, places of reception, time, and motivation. It covers the reception of nature, elements, substances, castes, and actions; conception, the time of birth, wonders, faith, commands, early death, longevity, major and minor planetary periods, the eight-fold divisions Ashtakavarga, royal yogas, lunar yogas, two-planet yogas, and the results of all yogas like the Nabhasa yogas. It includes the results of houses, aspects, departures, motions, and the auspicious or inauspicious causes of all questions of that time. It describes the reasons for all marriage rituals, journeys, lunar dates, days, half-lunar days, constellations, auspicious moments, the ascendant, and unions. It covers the twitching of body parts, dreams, victory, ritual baths, planetary sacrifices, group travels, the signs of fire, signals of elephants and horses, the movements of army rumors, the six-fold diplomatic measures, omens of good and bad fortune, the grounds for army encampments, the color of fires, and the timely employment of ministers, spies, messengers, and forest-dwellers. The methods for capturing an enemy's fort and the nature of all journeys—all these matters are spoken of in the Horashastras.
The teachers have said: the commands of one who knows this scripture—including the revolutions of the stars—as if it were popularized in the world, written in his intellect, and cast into his heart, never go in vain. Only those expert in the Samhitas of Astrology can be DaivajnasDiviners or knowers of fate. Because in the Samhitas, all these matters are described, such as: the movement of the Sun and other planets, and therein the nature and transformations of all the planets...
