As stated in the authorities: when a planet has recently risen, it is in a state of "infancy"; when it is about to set, it is in "old age." Jupiter original: "jiva" and Venus original: "bhrigu" are considered "infants" for a period of half a month fifteen days after they rise. Other authorities suggest this state of infancy or old age lasts for ten days, while still others claim it lasts seven nights. ॥ 20 ॥
Regarding Venus: When it sets in the eastern direction and then rises in the western direction, rituals such as marriages and vows vrata-dana should be avoided during the transition. This is due to the fault of "infancy."
Similarly, when it sets in the western direction and rises in the eastern direction, the five days following this should be avoided for auspicious works. These three conditions of "infancy" are to be shunned. In the same way, when Venus rises after setting in the west, certain lunar mansions specifically "Paibham" or the constellation Ashlesha must be avoided. According to the view of the sage Bhargava, when Jupiter and Venus are in these states, all rituals involving vows and gifts must be avoided. According to other opinions, a period of seven days should be abandoned for such activities.
The ritual of shaving and hair-cutting kshaura—which includes the grooming of hair, beard, teeth, and nails—should be performed under the following lunar mansions: Ashvini, Shravana, Magha, Mrigashira, Dhanishta, Jyeshtha, Hasta, Revati, Swati, Chitra, Punarvasu, Shatabhisha, Pushya, and the three "Uttara" constellations. It should be done during the day. One should avoid performing this on the days of the Sun, Saturn, or Mars Sunday, Saturday, and Tuesday, and avoid the nighttime and the twilight hours. ॥ 21 ॥

Regarding oil massages: in the absence of a royal decree, the scholars say hair-cutting is permitted during the bright fortnight after a certain period of time has passed.
The wise state that hair-cutting kshaura should not be done on the ninth lunar day. It is well-said by the learned that for the acceptance of an initiation diksha or for release from bondage, the timing must be excellent, particularly for Brahmins, looking for all auspicious signs in the planetary hours hora. ॥ 22 ॥
Hair-cutting must not be performed: immediately after eating; immediately after an oil massage; on the day a month-long fast or vow is completed; upon entering a village; or when traveling between different watches of the day Yama: a three-hour period. Specifically, one should not shave on the ninth day counting from the day an oil massage was first taken. However, for those who have taken an initiation or at an otherwise excellent time, the prohibitions regarding one's birth constellation and other such factors do not apply.
