These are handwritten accession numbers used by librarians to categorize the manuscript within the collection.
original: "मंदिर श्रीरघुनाथ जी" (Mandir Shriraghunath Ji). The Raghunath Temple in Jammu houses one of the most significant collections of Sanskrit manuscripts in Northern India.
