This is a traditional Sanskrit invocation to the deity Ganesha (the remover of obstacles) or Vishnu, used to ensure the successful completion of a task.
Victorious is the Sun, the soul of the universe and the source of the world’s birth, the natural ornament of the sky, who is adorned with a garland of a thousand rays resembling molten gold. (1)

The author uses the Sanskrit "Shila-shakata" (Stone-cart) to refer to his Telugu surname, "Rallabandi" (Ralla = stones, Bandi = cart). Gotra refers to an ancestral lineage or clan.
