There shall be an agent attached to the French Army in Italy to extract and transfer to the territory of the Republic any objects of art, science, etc., found in conquered cities, the selection and number of which shall have been submitted in advance to the General-in-Chief and the Government Commissioner, or to one of them.
The agent shall also be responsible for the extraction and transport of objects of art and science granted by the Italian powers by virtue of treaties and armistices concluded with the armies of the French Republic.
He may not perform any extraction without having drawn up an official reportoriginal: procès-verbal; a formal legal record of an action or observation. and without being accompanied by a member of an authority recognized by the French army.
The agent shall be required to coordinate with the officer in charge of military convoys and transport in order to obtain the means to convey the seized objects to the territory of the French Republic, provided, however, that the service of the army never suffers as a result.
In the event that the transport agent is unable to provide the means for removal, the war commissionersAdministrative officers responsible for logistics, supply, and overseeing the needs of the troops. or local commanders shall have them provided; and, should it be impossible to obtain them through this channel, the agent himself shall be authorized to requisition horses or carriages in the city where the extractions are taking place.
The costs of removal, crating, and transport shall be paid to him; for this purpose, based on the statements of expenses he presents, the Chief Administrative Officeroriginal: commissaire ordonnateur en chef; the official responsible for authorizing military expenditures. of the army shall issue payment orders for the necessary sums.
The agent shall be personally responsible for the objects entrusted to his administration. In the event that objects are found damaged or broken, he shall be required, as justification, to record them in an official report.
The agent shall be required to maintain three registers:
1st. A master registeroriginal: registre matrice; a primary ledger used for comprehensive tracking. in which all objects of art and science, etc., shall be inscribed without distinction;
2nd. A register in which shall be inscribed the paintings and statues, noting the height and width of the paintings and the proportions of the statues;
3rd. A register for scientific objects, such as manuscripts, machines, mathematical instruments, maps, etc.
