This refers to the "bleating of a sheep."
The Sheep-headed Spirit King original: 羊頭神王 (Yángtóu Shénwáng); a protective deity or Dharmapala manifesting as a servant of the Bodhisattva.

The Commentary on the Precious Mantra states:
