Recorded upon bamboo and silk, it is called a Command original: "令" (ling); a formal written decree. Upheld and put into practice, it is called Governance original: "政" (zheng); the act of administration. When the Mandate is lost, then commands are not followed; when commands are not followed, then governance cannot be established. When governance is not established, the Way Dao (道) is obstructed. When the Way is obstructed, then wicked ministers prevail. When wicked ministers prevail, the ruler’s authority is harmed.
To welcome the worthy from a thousand miles away, the road is long and they are hard to bring to court. To find the unworthy, the road is short and they are easy to bring to court. Therefore, an enlightened ruler abandons what is near and seeks what is far; in this way, he is able to achieve complete success.
When one honors others and humbles oneself, people will exhaust their strength When one's merit is higher than others, but those below still exhaust their strength in service.
If. One. Good. Deed. Is. Neglected. Then. All. Virtues. Will. Wither.
If. One. Evil. Deed. Is. Rewarded. Then. All. Vices. Will. Gather.
When the good receive blessings and the wicked receive their punishment, the state will be secure and every form of goodness will arrive. If the multitude is in doubt, there is no stability. If the people of a nation are confused, there is no way to govern them. Once doubt is settled and confusion is dispelled, the state can then find peace.
If one command is contrary to the natural order, a hundred commands will fail. If one evil act is permitted, a hundred evils will bind together. Therefore, when goodness is bestowed upon the compliant people and harsh commands are applied to the violent people, then orders will be carried out without resentment. Let resentment—
