"Sun Tzu The legendary author of The Art of War. said: 'Warfare is the way of deception.' Therefore, one who is capable should appear unable; form and reality do not necessarily need to correspond. He also said: 'He who is skilled at moving the enemy does so by creating a deceptive appearance.' Now, moving the castle and retreating inland before the enemy arrives is a tactic to draw the enemy away from the water. Choosing the advantage before taking action—this is what is called 'creating a form to lure them in.'"
The Minister Zhao Yan A veteran official and military supervisor known for his integrity and strategic judgment. considered Chong’s strategy to be superior, and so the Emperor replied to grant his permission.
Sun Quan, the Lord of Wu The founding emperor of Eastern Wu, whose power relied heavily on a superior navy., led his troops out intending to besiege the New City. Because the city was now far from the water, his army remained on their boats for over twenty days, not daring to disembark. Man Chong said to his generals:
"Since Sun Quan has learned that we moved the city, he will surely, among his ranks..."
