The prohibitions and regulations listed to the right have been established. Should any person violate or fail to comply with these laws and orders, the responsibility for the crime shall fall upon them. For instance, if the army is encamped in the field and anyone violates the commanding officer's orders while facing the front — meaning in the immediate presence of the enemy or at the battle line, they shall be summarily executed.

It is essential to carefully examine the severity of the circumstances and determine the appropriate punishment at the time. One day before the army departs, the commander must clearly issue original: "three orders and five explanations" — a classic idiom for the practice of repeatedly and clearly explaining orders until they are fully understood by every person to ensure that everyone understands their meaning. Once strict and precise proclamations have been issued and explained, the army may then move out. In this manner, the hearts of the soldiers will harbor a healthy fear of the law, and every man will be self-motivated to perform his duties.
