Previously, the waters of the Huai leaked into the Yellow River through the two openings of Wangjian and Zhangfu. This divided the strength of the Huai's current, causing the Qingkou The "Clear Mouth," the historical confluence where the Huai flowed into the Yellow River to become silted and shallow. Furthermore, when the Yellow River's waters rose and surged, they would flow backward into the Huai. Now, dikes have been constructed to defend the Huai; the Huai has no way to exit into the Yellow, and the Yellow has no way to enter the Huai. Thus, the hydraulic power of the Clear [Huai] is concentrated.
Wangjian-Zhangfu Dike
Previously, various breaches on the southern bank of Taoyuan rushed southward from Machang Slope into the Huai River, while the northern bank suffered breaches at Cuizhen and other locations, causing the main river channel to become choked with silt. Now, the northern bank is still secured by the Clear Dike. On the southern bank, because of the high ridges of Machang Slope, the water's force is naturally slowed; a dike has been raised to connect the line. With dikes now flanking both sides of the gorge, the danger of the river being diverted from its course has been eliminated.

Silt of the Old Yellow River
The concerns regarding the "Remote Dikes" yaodi: secondary dikes built further back from the river to provide a wider flood basin and the purpose behind the Jitai, Xu Sheng, and Sanyi dams are all the same. They are all situated on the northern bank because that is the smoothest path for the waters to flow from the Huai Mouth toward the sea.
