The Provincial Administration Commission of Shandong and its surrounding areas is headquartered in Jinan. It is staffed by two Provincial Administration Commissioners (Left and Right), two Vice Commissioners one of whom is in charge of military preparations, and two Assistant Commissioners one of whom is in charge of local defense. The Shandong Regional Military Commission subordinate to the Left Chief Military Commission consists of three Regional Commanders (one Seal-holder and two Executive Secretaries). It oversees 17 Guards including 10 guarding the Sub-prefectures and 12 Independent Battalions. Aside from the two shifts assigned to training in the capital, the military force consists of over 63,800 horse and foot soldiers. There are also three Ceremonial Guard Units.

The Provincial Surveillance Commission consists of one Surveillance Commissioner and 14 Vice Commissioners assigned to areas such as military clearing, postal relays, education, military preparation, various inspections, Cao-Pu, one for Daming, one for Deng-Lai, maritime defense, Jinan, Qingzhou, Wuding, and three for general circuits, as well as 6 Assistant Surveillance Commissioners including three for general circuits, one for Southern Qingzhou, and one for Liaohai.
