The Shanxi Provincial Administration Commission Buzhengsi; the primary civil administrative body of the province is located in Taiyuan. Its staff includes two Left and Right Administration Commissioners, three Left and Right Associate Administrators, and four Left and Right Administration Counselors who concurrently manage military provisions. It governs 4 Prefectures, 16 Independent Departments, 64 Counties, and 4 Departments attached to prefectures with 11 subordinate counties. In total, there are over 4,440 neighborhoods Li; administrative units for tax and labor, 589,959 households, and 5,084,015 individuals. The combined summer and autumn taxes amount to 2,274,022 shi picul; a unit of volume for grain, roughly 100 liters of rice and wheat, 50 catties of silk, 4,777 bolts of cotton cloth, and 3,544,850 bundles of horse fodder.
The Shanxi Regional Military Commission Dusi; the provincial military command has three Regional Commanders, one Seal-holder, and two Assistant Commanders. It oversees 9 Guards with 17 subordinate battalions. Under this commission, there are over 19,500 personnel, including cavalry, infantry, officers, soldiers, families, and foreign-born recruits. It also oversees 3 Princely Ceremonial Guards.
The Shanxi Branch Regional Military Commission This branch in Datong was established later and oversees 14 Guards and 33 subordinate battalions has over 46,000 personnel, including cavalry and infantry under the jurisdiction of the Rear Bureau of Five Military Commissioners.
The Shanxi Branch Bureau of State Carriage Taipusi; responsible for breeding and managing government horses currently has over 32,900 horses and mules.
There is one Salt Distribution Commission located in Hedong with an annual salt quota of 420,000 "yin" a certificate allowing the trade of a specific quantity of salt.
The Provincial Surveillance Commission Anchasi; responsible for judicial and investigative oversight has one Surveillance Commissioner, twelve Vice Commissioners including one for courier stations, one for military census, and six for military defense in Yizhou and other areas, six Assistant Surveillance Commissioners, and four Circuit Inspectors.
There is one Imperial Envoy Supreme Commander of Xuan-Da Xuanfu and Datong; key northern border defense zones stationed in Yanghe, two Grand Coordinators one of whom is stationed in Taiyuan or Daizhou, one Regional Inspector stationed in Taiyuan, and one Salt Inspector stationed in Hedong.
Members of the Imperial family were often granted estates and titles in major provincial cities to act as local bulwarks for the Ming dynasty.
