The Shaanxi Provincial Administration Commission The highest civil administrative office of the province is seated in Xi'an. It is staffed by two Provincial Governors (Left and Right) and six Administration Vice Commissioners. One assigned to the defense of Xi'an, one for Weinan, one for Xining, and one for Shouzhou. There are seven Assistant Administration Commissioners. One assigned to Sanshang, one concurrently for Huamachi.
The commission oversees 8 Prefectures, 23 Sub-prefectures, and 94 Counties. These are divided into a total of 2,597 li A local administrative unit consisting of approximately 110 households. The population consists of 363,027 households and 3,934,176 individuals.

The Shaanxi Regional Military Commission Establishment recorded in the Right Office of the Rear Chief Military Commission has three Regional Commissioners: one holds the seal and two are assigned as administrative assistants. It oversees 26 Guards including 14 in Jiajing and 12 Garrison Thousand-household Manors.
The Shaanxi Branch Regional Military Commission Distantly situated oversees 13 Guards comprising 50 units and 4 Garrison Thousand-household Manors.
The total combined forces of the Yan-Sui, Ningxia, and Beisu border defenses Part of the "Great Wall" defensive line include 139,000 cavalry, infantry, and auxiliary troops.
There is 1 Court of the Imperial Stud The Shaanxi branch is in Pingliang; the Gansu branch is in Gongcheng and 1 Pasturage Office The Shaanxi branch is in Ganzhou. There are 48 Pastures 12 in Pingliang, 24 in Ganzhou.
The livestock includes over 57,780 horses. The three guards of Taohe and Xining exchange tea for over 4,800 horses with the nomadic tribes.
The Provincial Surveillance Commission Responsible for judicial oversight and anti-corruption consists of one Surveillance Commissioner and 14 Vice Commissioners. Includes commissioners for military clearance, grain accounting, and circuit surveillance, including those for defense and civilian pacification in Huachang, Yan'an, Ningxia, and Lanzhou. There are 6 Circuits consisting of 8 Assistant Commissioners, 2 Surveillance officers, 1 Tuntian (agricultural colony) officer, and 1 examiner.
