Discourse: The Mistress of the City

And now, I have determined to instruct you, outsiders, concerning this city and concerning the lands that are nearby. The whole is a gathered mystery (1); it has taken the entirety of the city, and how all its laborers of the city exist, and how the stability of the city shall be, the wise (or perhaps "the decree") of the Mistress of the City, and how the stability of the city shall be (3).
