Of the index of rubrics, which there is no doubt was placed before the Theodosian Code itself, the letter T preserves the final part from the books of the complete body, specifically Book XVI. Furthermore, the index of titles, which precedes the Breviary in manuscript A, although made for the Breviary, has certain rubrics in Books I, VI, and XVI taken from the complete body, yet with no numbers inscribed. The manuscripts that have Book XVI augmented or even complete describe how they arrange the titles in the preface. Furthermore, I have composed the index of the Full Body from the rubrics, which manuscripts TRVW preserve in their own places. Numbers placed outside brackets are ancient, and those enclosed in ( ) are those that return in the edition when the true ones are lacking.
The rubrics of the Theodosian [Code] are published here in such a way as they are held by the tables of contents placed before the Breviary in books NABOLS, which, besides the Theodosian [Code], also include the remaining parts of the Breviary. Explanations of the laws (these are usually separated from the ancient rubrics by the formula 'that is' or 'this is'), about which it has been spoken in the preface just as about these indices themselves, have been received insofar as they are read in books ABO; I have rejected those which NLS add. The apparatus provided in this place refers only to those indices placed before the Breviary; in the text itself, how the rubrics differ by book is noted at the text in their own places.
