I enter into the subject matter without proving the importance of my topic. I will be asked if I am a Prince or a Legislator to write on Politics? I answer that I am not, and that is why I write on Politics. If I were a Prince or a Legislator, I would not waste my time saying what must be done; I would do it, or I would remain silent.
BORN a CITIZEN of a free State, and a member of the Sovereign, however weak an influence my voice may have in public affairs, the right to vote therein suffices to impose upon me the duty of learning about them.
