The explanation is that every city appointed consuls so that they might consult for the republic. A consul is a chief officer among the Romans. Two were yearly chosen to govern the city. A consul is a burgomaster mayor/chief magistrate. At times it is used by poets for a townsman because every year a new consul is created.
