Among the numerous legislative measures currently being planned by the government, one of the most prominent places is undoubtedly occupied by the modification of the conditions under which the printed Russian word has existed until now. The necessity for this change is evident. Nevertheless, the rules to which our printing industry must submit in the future have not yet been issued, and our literature, which has been awaiting them since 1861, is still subject to the operation of temporary transitional measures that have changed several times over the course of the last two years.
