Inscription.
II. Briefly, the epigraphē inscription must also be explained, which is contained in these words: To the Churches of Galatia. We have already spoken above concerning the Galatians. It must be observed here that although he adorned the Galatians, who had fallen enormously, with the title of Church, it follows that pardon should not be denied to those who have fallen, of which we have also spoken. 1 Corinthians 1, where he calls them saints, yet he rebukes them gravely for various errors. The Novatians of old did not observe this, nor do those today who immediately deem the fallen unworthy of all pardon. We, therefore, must learn not to despair of sinners immediately, and indeed that they can be members of the Church. For the Church is one thing, which is pure and without spot (Ephesians 5), which alone has a place in heaven. Otherwise, it is spoken of as a gathering mixed with good and evil, such as was the Church of the Galatians and the Corinthians, and every gathering in sum as long as they live on this earth and profess the religion of Christ.
