they persuaded. And thus they swayed serene spirits and attracted the pious minds of men, and hence they usurped for themselves what was established by custom. People do not consider their origins, nor do they attend to how they have been dormant; thus, through disuse, they have been removed and have vanished entirely. For this is the occasion of adverse fortune.

It is also clear from what has been said that prosperous fortune approaches those whose root is Libra, the place, that is, of the conjunction of Jupiter and Venus and the rising of the comet. These are the people who have justice, honesty, and beauty, strengthened by the law of nature, as a foundation. Because of this, they will create movements and complications in usurped matters through the sign of Gemini, which seem to derogate from justice, honesty, and the public good.

On the special significations of the comet, and first on the deprivation of rights and privileges.

In every kind of principality, whatever the law, state, or condition rooted in Gemini, they will lose the rights seen by them without the affliction of many wars, and beyond this, there will not be a great shedding of blood, even if they have been established for the longest times by prescriptions and affirmations. For the causes and occasions of many such things, as mentioned before, have been abolished. For the heavenly impulse will strongly impel those rooted in Libra toward justice, honesty, and good judgment, according to the property of the application made in the preceding August. They will therefore contemplate the ways and means by which the paths of public utility, honesty, and justice, which were seen to be interrupted for them, can be reintegrated. There will therefore be rumor, commotion, and dissension in the world for the rectification of many states; there will also be gatherings, conventicles, and ordinances, and a difficulty will be feared which will nevertheless end with a praiseworthy outcome. Those in power and magnates whose principalities and domains are rooted in Gemini, and who are involved in usurped matters—to whom Mercury may also be present—will undoubtedly expect adverse fortune in the coming years, and especially at the time when their revolutions reach Gemini. And if the aforementioned root is likewise that of their nativities or enthronements, they will expect fortune not only for their domains but for their persons as well, and from their resistance, the danger will be increased. They will be able to resist, but no utility will follow from it. For in the long process of time, they will be fatigued, and thence their domains will waste away. And if wars are set in motion, slaughter will necessarily follow them. If, however, the root of the nativities or enthronements is different, they will be able to preserve personal properties, while their domains are agitated by misfortunes, and especially when Libra is their root, then perhaps they will transfer to other powers.
