'My' own 'heart' is the true reality, which is indicated by words such as jagadānanda the bliss of the universe. Through the emergence of the state of immersion—which follows the rejection of the saṃskāra karmic impressions/conditioning that define us as individual subjects limited by body, breath, and so on—may it 'flash forth' as something unconstrained by space, time, and the like. This means may it develop, remaining free from the limitations of the three times.
What is the nature of this? The text says 'that both.' That which is to be explained in the first half is 'the both,' which is its 'union' original: yāmala:
According to the principle to be stated later, the saṃghaṭṭa clash/collision is the essence of the equilibrium original: sāmarasya between the Power Śakti and the Possessor of Power Śaktimān. From that arises the 'flashing state,' which, being independent of anything else, has a reality that shines forth of its own accord:
1. The jagadānanda bliss of the universe is the one who connects the six planes of bliss; it is without rise or set, and it is the ultimate reality of resting within the self. The author will say this himself later:
"Where there is no division, where it shines forth in all; which is augmented by the supreme nectar of unacquired consciousness; where there is no primary association with mental projections and the like; that is what Shiva has called the Bliss of the Universe for us."
