The profection from its ascendant is to the 16th degree of Aquarius: which signifies the winds that I mentioned.
The profection of that year is to the 13th degree of Aries. It is adverse to the Arietians: because in the fourth house of Saturn and Mars it threatens war and pestilence.
The degree of the division is to the 21st degree of Libra: where Saturn throws a fourth aspect, it denounces a plague to the Etruscans: these things are also adverse to the Romans. The divider is Venus, who could benefit the Romans much because Venus is the mother of the Aeneadae the Romans, descendants of Aeneas, as is said by the poets.
The Moon, the lady of the great cycle, is unfortunate at the beginning of the year: going through the fourth aspect of the sun and Jupiter to Mars and to the opposition of Saturn: it indicates this year to be very turbulent and a commotion of nations. Concerning which, so that we may proceed in order:
First, we shall speak of the disposition of the air and its qualities and the earthquake.
Secondly, of fertility or scarcity.
Thirdly, of the state of the common people and plague.
Fourthly, of wars: and in which parts they are waged.
Fifthly, of the state of nobles, cities, dominions: and of kings in particular.
Sixthly, of the days that are prosperous or unhappy for acting.
Lastly, the conjunctions and oppositions of the moon and sun.

Chapter one.
The disposition of the air in the first quarter of the year is colder and damper than usual: it designates darkness of the air because of the nature of Saturn and the ascending sign. And hailstorms around the middle of April: and strong winds: and rains.
Summer is tempered without excessive heat: because of Venus, the lord of that quarter.
The autumnal quarter will abound with rains and cold.
The winter quarter, however, will have snows and intense cold at the beginning, then it will be milder but windy: And in it, earthquakes will happen in suitable places.
