In the administration of the West, the King's Company manages Yangzhou with broad wisdom, kindness, mercy, solemnity, and respect, maintaining the Mean and harmony. The government is simple, and punishments are clear; the scholars and the people are all transformed by this. Regarding the matter of rectifying music, how can those in low positions truly understand or fully realize what those of high virtue possess?
